How to establish online shopping mall?

I live in Virginia(DC area) & thinking about open a online shipping mall for both new & used good - mostly, items gonna be cloth,accessories, woman needs. (target age 14~30) Please help me for all the basic step including legal terms, how to get contact w/a wholesale dealer & how to deal w/them.
